It's a bit of both, my old man used to work for Esso sometimes the oil company owns the site and set the charges, others are independent but tied to an oil company and can vary the price a bit.

How odd, mine does that as well. About 5 mins per month, but randomly it doesn't seem to gain a small amount per day but jumps forwards a few minutes at a time!
