Question: I got it nice and smooth with build-up primer and now Im building up the colour base coat prior the lacquer coat. Should I rub down the base coat before the lacquer coat goes on ? Ive never tackled body work before .

Paint takes a week to fully harden. So let it go off for a least 24 hours before using wet & dry, still be gentle but the paint will be harder than rushing in too quickly.
