Is it badly frayed or just excessivley fluffy.
I have often cleaned them up with a razor blade just to get rid of the fluff
 Electric handbrake probs.

I agree, the original post about the Handbrake is most likely the hill assist, used to cause havoc with a caravan on the rear on a steep hill. just need to wait a fraction longer

If you really are doing that shorter trips how about an old Discovery 2 with the 2.0 16v MPi engine would be cheap as chips

the code could relate to a turbo charger waste-gate control, but this fault often flags if the battery voltage drops.
