Torque Setting + 25°

For the experienced this must be a numpty question but could someone explain/confirm what the stage 2 instruction means?

Tighten bolt.

Stage 1: Torque 140Nm
Stage 2: 45°

I found this on a web search and wonder if I need one of these to add an extra turn after setting the torque. It's a lower suspension arm bolt.

There are no numpty questios, we all do something for the first time.

As you suspect you torque it to the Nm setting, then add half of a quarter of a turn.

You can also buy an angular torque wrench, but I've never done so. This is not a recommendation, I'm sure the tool is made for good reason. MY11 SD4 SE Auto

45 ° is easy to gauge with your eye, as said above.
You only need the ° dial gauge when the bolt torque has more than 1 angle to measure, like the cylinder head bolts. Thumbs Up 2009 Rimini Red SE TD4. My daily driver.
