No-one seems too, I occasionally do if it's a busy road and a short stay.
It is still a requirment in the highway code though and it seems strange that it is omitted.

Wonder if Popeye has resolved the problem?

Is'nt not a legal requirement unless the road is 30mph or less and how over the last few years speed limits have come down a lot more areas are now in the 30 zone.
