Hi ,
I have this problem with my 2009 FL2, 2.2 td with a Garrett 753546 turbo. I've changed the electronic actuator but still the error code remains and the reduced engine power error comes up when idling . When I lift off the accelerator there is a strange noise from under the bonnet by the bulkhead, I've checked all the hoses but no splits or loose connections.
I cannot clear the error, it returns as soon as the ignition is switched on and before the engine is started.
There's a small amount of oil around the EGR cooler, could this be an issue? Or could it be another sensor that is the problem.
Any help or suggestions much appreciated.

Hard fault, won't clear,

I'm no expert but is there not a sensor that sends back the position of the turbo variable vanes?

If you've checked all the pipes and connections, and changed the actuator, then I think you have a turbo problem.

The oil on the EGR cooler is probably from that impossible to seal join above it (The join to the left of the black air inlet pipe before it goes down to the turbo). FL2 HSE Auto Galway Green

There are no subcodes, it has also given a P0299 turbo underboost error, and a P2563 boost control sensor A curcuit range/ performance but these are clear and haven't returned.
Think it might be time for a new turbo, looks a bit of a challenge removing it!

Looking at your original post, I had all those issues, constantly going into limp mode. I had to carry a cheap OBD code reader in the glove box so I could clear the code and get going again.

If you go to YouTube and search 'Variable Geometry Turbos' there is some good information to be had. As I said I have tried everything except removing the turbo, which would have been a last resort.
Try the oven cleaner, you have nothing to loose, half a days work and approx £6 for the oven cleaner.  Now at the point when I learn something new something old is lost out the other side !

Thanks for the help, I'll try this tomorrow if the weather improves and let you know how it goes, it makes sense as when I move the arm to the vanes , there is a sort of squelching sound which I guess is the carbon giving way.

Tried the Mr Muscle trick but no improvement. In the end I fitted a new turbo which was a patience requiring process but all possible with a few tools and a set of axle stands! The turbo had damaged vanes and backing plate.

Back on the road and waiting for the next rattle or noise, it's definitely a Feelander 2.

Glad to here you got it sorted, its a pity it turned out to be such an expensive repair.
No harm in trying the cheap fix first though.
