Looked int o it a bit further and it seems that it was bungee launched as it doesn't have the power to take off. Basically it flew further with the power on than without it. The electrohydrodynamic effect has been known for centuries and NASA looked at it in the 50's but stopped work on it as it can only work in the atmosphere so no use for space flight. Presumably with new materials and electronics it's now just about viable for flight but I can't see it ever generating enough to be useful for larger aircraft. There is a related technology called magnetohydrodynamics which has been experimented with for propulsion of silent submarines. 3 x FL1 2 manual + 1 auto
