Arctic Fire, I don't know about the Volvo stud sizes, but my 2009 i6 is fitted with 17" wheels as standard, so yes you can fit 17s. as a size.

I found the OBC, the GPS, and filling to the brim gave results to within 2% of each other so the OBC would appear to be fairly accurate over a longish trip.
