Would it be an option to drill it right out oversize and use a larger diameter, longer bolt with a nut on the outside to clamp the hub back against the strut?
Seems a simpler plan.

Well today i decided to try the old method as above and got the bolt moving nicely, little at a time using heat, plus gas, long bar and a long ratchet.

Get a can of freeze spray, heat the nut & cool the bolt. It might give a bit more thermal expansion difference to break the joint a whisker more.
