Are these voltage readings with or without a load on respective circuits? That is, are you using a modern (high resistance) meter, and do you have anything plugged into these sockets when measuring voltage. High resistance somewhere - eg corrosion, damaged lighter socket, poor earth , damaged wire. No easy way to find out - have to test along the circuit. Has something been spilt into the lighter socket. Jules |

Most of the time that socket has a dash cam plugged into it.

You can only assume that if the fuse is removed and the voltage is low between the battery side of the fuse and the battery, though it is not unknown to have a short internally in the fuse box, or even an open circuit, but in your case a partial earth short my PC is slightly to the right of Genghis

probably got high resistance in the socket try taking a reading of the wires connected to it if that's ok just replace the socket |
