I would guess that it's suffering or has suffered battery issues, coupled with not allowing the system check to complete before allowing it to start.
Make sure the battery is in perfect condition, and if more than 4 years old, replace it.

Nope, it's not ECU failure.

Somebody played with the DTC status bit definitions, on the IID tool settings and probably set them all...
In the end, at this stage, "I want it all and I want it now"...

Disable bit 6 (testNotCompletedThisMonitoringCycle) and bit 4 (testNotCompletedSinceLastClear) and you'll be OK.
