So they are mapped to the turbo.
Worth knowing.  Now at the point when I learn something new something old is lost out the other side !
Now retired so it doesn't matter anymore.

When I had mine refurbished by Midland Turbo's, they specifically asked for the actuator as well. I was told that when they have finished balancing the turbo they bench test it and the actuator has to be matched to the turbo.
That said, before I send it off, I swapped the actuator with another known good one. This appeared to work ok.
Thing is you don't know who to believe.
If you are sure it's the actuator and not the turbo ring sticking, give it a try.
Don't think you can buy them new, just comes with a new turbo, but plenty of used ones. Now at the point when I learn something new something old is lost out the other side !
