Fans running in a 10sec cycle

Hi you knowledgeable people. With AC on, the two radiator fans run for about 10 seconds then off for 10 seconds.and repeats continuously. With AC off all works as normal (I think) ie. fans stay off until engine up to temp.
Is this normal? If not what is causing it?
AC has been replenished and low pressure is around 38psi engine running but does fluctuate with fan cycling.
