I think this was a country by country requirement as you will see this in the photos on a Discovery 2 where the rear door window is a custom on one side and a standard on other side. the extra width quarter light and both quarter rear panel windows were blacked out.
Also in UK the seat belt mounting holes had stud bolts inserted and welded over !!! stopping commercial vehicles being covert to regular rear 60/40 bench seats.
In Norway the seats of a Freelander 1 where supplied, wrapped in a plastic bag, and it was up to the dealer/owner if they should be installed, but if installed the road tax was higher......... again country by country.
