Sounds entirely plausible. Xenon HID lamps aren't listed as a cost option in the FL2 sales brochure except as part of the 'Dynamic Lux' pack, so presumably if you ordered a Dynamic but wanted all the toys of the HSE Lux then you could upgrade to that. It added an extra £2,500 to the on-the-road price.

Other than that I think the only way to get Xenons was, as you say, to go for a top spec HSE Lux or Metropolis on the run-out models, where they were fitted as standard.

The signature strip drl headlights were fitted to later models, not just HSE / Metropolis, my 2014 GS has them but with halogen HB3 bulbs as standard rather than factory fitted HID / Xenons.
Ive just massively improved my lights by fitting an aftermarket HID kit and there is another thread on here where a member has just fitted LED bulbs to similarly good effect. Wish Id done it sooner, the difference is literally like night and day Thumbs Up

Bobupndown back in January 2020 you fitted an aftermarket HID kit, is it still going strong?

...As are my LEDs, which were installed when my FL2 sailed through its MOT back in March, so no issues with beam pattern etc. I'm still happy with them, though some have commented that the main beam distance isn't as good as Nightbreakers (short lifespan) or HIDs (fairly expensive if you buy an aftermarket kit, eye-wateringly so if you decide to source a set of LR headlamp units). Can't say I've noticed any issue with main beam personally, even on the very dark lanes up here in North Wales...

Cosmetically, the slightly whiter light also matches up nicely with the DRLs on MY2013 SD4 XS too, unlike the old very yellow halogens.

Have you had any of the aftermarket HID bulbs fail on you?

(btw. I have ordered one set)

Fitted Stealthx 5500 in my 2013 fl2 this morning, really enjoyed being able to just take them into my garage & do them, so easy, just quietly moved stuff around till I could get the back cover on, tried them against the wall at about 20ft and they looked good even in daylight, looking forward to trying them tonight.

Hi, would recommend this HID replacement very highly, £60 buys you a quality kit & a hours work & jobs a good un, the light ( on mine) needed no adjustment, spot on & a pleasure to drive at night at last.
