Fuel Flap

Hi, new to Landrover having always coverted them. Just got a Freelander 2 2013 with 20,000 miles on the clock. . Lovely car and very pleased with it so far. The only fault I discovered after getting it home was that the filler flap did not lock and was always openable. Did a bit of searching n this forum and looked at fuse 34, it was blown....replaced it and now all is well....what would make it blow and if it does again will it default open or closed? If closed is there a way of getting access to the filler cap?
