My tyre man in S London ALWAYS checks every nut with a torque wrench. When I had some work done here in Ely the fitter just used his air gun. I checked the nuts when I got home and they were nowhere near tight enough. Undertighten and you risk loose wheelnuts, overtighten and you can fracture the studs. Actually 98 ft/lb is pretty damn tight - I can just make it using a long wrench. I don't think you could get them tight enough with the standard wrench supplied with the jack. Ex AA Series III LWB Safari - Gone

I carry an extendable wrench like this one: http://www.ebay.co.uk/itm/17-19-21-23mm-Ex...SwrklU8fX5 When extended it gives enough purchase to undo all but the tightest wheel nut. When retracted it is the right length to give ample tightness when refitting after a flat.
