I would have thought you could be the Keeper without being the owner. Whoever buys it is the owner, I would expect. So if you buy one on finance the finance company own it until loan paid off, then it is yours.

Others have responded to the nonsense already but just as an interesting add on, did you know that if you take your car to a garage for a repair, agree for work to be done for £x then decide to take your car back without paying, you have stolen the car? The victim being the garage even though it is your car.
