sounds to me like the wiper linkage has slipped on the spindle of the motor.

Normally there are some alignment marks on the linkage and the motor housing and the crank arm needs to be lined up. Jaguar x-type sport gone

If this was a relay or otherwise issue why would the problem only occur when the engine is running? According to the OP the problem doesn't exist when the engine is off, only when it's running. Seems very odd.

I have discovered this works on my MY2010 XS, stop engine but leave fob in, press the wiper stalk down as for a single wipe and wipers move to a position just off of vertical. I presume starting them from this position is easier than with any snow on the screen.

Doesn't help OP sadly but is a useful tip and not restricted to MY2013 cars.

Same as above on my 11yr GS , after switching off (fob still in) press wiper control down and blades go up to rest just short of vertical .

The reason for the winter park position is to locate the wipers on the heated screen (if you have one).

I can understand the practical thing of having the winterpark funktion, but on my 13MY the wipers never goes down during driving.. It means that the sight is limited. Can I change so the winterpark function only works when I turn the motor off? ------------------------------------------

I just set mine to winter park position because of the frost expected tonight/tomorrow morning apparently. In any case, having set it in the menu it just raised them a little and I don't believe it would restrict or limit my view even if they stay there when driving.
