had this problem a month or so ago, took actuator arm off and felt movement of vanes. the arm was sticking so sprayed lube where it goes to the turbo and worked it until free. make sure any excess lube is away from the turbo. l then changed all spring clips on the air intake system to jubilee clips cleaning all joins as l went. have not had the problem since
