tank flap latch shortcut

Hi folks!

Is there a way to remove the filler pipe housing from outside without removing the inner wheelhouse trim? I can't see any bolts or clips.

The fuse for the tank flap/tailgate blows every 4 weeks. It comes definitely from the tank flap latch!
