Fuel filler flap

My Freelander's tailgate would not open so changed fuse and it now has a 15 amp fuse in It as the 10 amp one just kept blowing...but even although the tailgate is working, the fuel flap won't open....so it can't be the fuse that is causing this as the tailgate is working! Help please!

Same problem, fuel flap will not open and fuse 34 is ok, any help would be appreciated
