2007 Freelander 2 TD4 SE Manual Zermatt Silver

Surging and wont start

07 TD4 Manual..
two problems.

Some days it takes three attempts to start.. it starts runs for 1 second then fades out and stops.
On a recent motorway run 3 times at 70mph in 6th gear the engine sort of "surged" very noticeably for a second (Like I took my foot off the accelerator)

Any ideas?????
