Winter tire speed limiting LTB00621

Does anyone have a copy of service bulletin LTB00621 Winter Tire Speed Limiting?
Issued 19 Feb 2015. Only available on TOPIx if you pay.
I suspect it refers to studded tyres, but it would be useful to know what it says.

Edit: The tyre approval page LRTP1 just states: "Use of lower speed rated tyres (such as winter tyres) are [sic] acceptable but if fitted must not be driven at speeds exceeding the tyre rating." Ex AA Series III LWB Safari - Gone
300TDi Disco (bought new - terrible car) sent back after 18 months
Freelander 1 Estate - leased, given back at end of lease
200TDi Disco (bought from a mate with 100,000 on the clock) - Gone
Disco 2 TD5 - sold and exported to France
FR2 TD4 GS - Gone
FR2 SD4 HSE - Now changed for a DS
New model ex-demo Evoque S 180 in white
Unable to order a new DS, so gave up. Now have a Volvo S90 Recharge.

Has NOBODY got access to this service bulletin? I thought there were people on here who kept abreast of these things. Will pay their money and have a look at it if no-one else has. Ex AA Series III LWB Safari - Gone

In case anyone is interested,
this from http://www.evoqueownersclub.co.uk/forum/a-...c4450.html

There is also a bulletin LTB00621 which is to reduce the set speed on the vehicle speed limiter when Winter tyres are fitted - but is a cost update Thumbs Down and presumably requires an update again when going back to summer tyres Thumbs Down - again pretty crap JLR. Ex AA Series III LWB Safari - Gone

France 2011 Freelander 2 SD4 HSE Auto Fuji White

well I have been super impressed with my verdestein quatrac 3s this winter which have a V rating for speed so no need to adjust limiters. Compared with 'full' winters I have found them just as good climbing and braking but just a little less lateral grip. and way way better than standard all seasons. I would highly recommend for a UK type climate as well...........

Oh and we've had 7 metres of snow this winter in the Pyrenees so think its been a good trial!!

Land Rover do recommend one Nokian winter tyre rated T and the Wrangler MT/R rated Q, so I suppose it could be necessary to limit the speed for those or similar tyres in case the driver can't be trusted. Ex AA Series III LWB Safari - Gone

makes sense - I think T is the same as the SD4 max speed so no margin to spare.? Wouldnt be very popular in Germany where winter tyres are obligatory - and I never see people slowing down on autobahns!

T is 118 mph. My SD4 will do 130. I'm not fitting T! Ex AA Series III LWB Safari - Gone
