When I was driving trains, unmanned crossings were a nightmare for train drivers. There is a phone at every crossing that goes directly to the controlling signal box.
I doubt the tractor driver bothered to use the phone before attempting to cross the line.

I hope the railway company sue his a*se off for endangering other people's lives.

The shock of rounding a bend at 70+mph and seeing a tractor and trailer on the line has to be experienced to be believed. Shocked
