I have been away so only just seen this post. After importing many cars to France here is my 2p 's worth.
Freelanders with the beam pattern moulded in to the plastic cover can not be adapted. Direct replacement is needed. I sourced mine on Le Bon Coin. EBay has not taken off in France.
The later projector style headlights can be adapted by flipping the beam plate over. This requires total disassembly of the headlamp unit. I have only failed once on a 2013 with the signature strip, as one screw was inaccessible, and with a second hand retail value at the time of £600+, it was not worth the risk.
My Jag X type has (had) the lever to flatten the beam. However, you definitely want to have the "tick" on the headlight beam to illuminate the pavement (or hedge bottom here in Rural France), as you will have more chance of seeing the many kamakazi animals at night.
Lastly, having the "CE" mark on the headlamps is a requirement. Which way the stamped arrows point is irrelevant, as long as the beam pattern is correct. Make sure you have the headlights aligned at your local garage before the CT (mot), as this will not be done as part of the CT.
I have successfully imported and registered many vehicles including Freelanders, Jag X trpes, Jag XKR, Mazda MX5........Post as well as pre Brexit. I had to fabricate the beam plate for the Mazdas as they were curved and you could not flip them. The x types needed the arm to flatten the beam removing so you could flip the plate. I bought replacement beam plates for the XKR, which could be fitted without removing the actual headlights, through the wheel arch and bulb aperture.
Just a bit of info to hopefully help others following.
