In that case I'd definitely be checking the spring on the valve actuator. They are know to break and cause this problem.

Is it simple enough to check the operation of the actuator?

It's tricky, but you can check that it's not completely knackered with a torch and a long screwdriver. First find a picture of what you are looking for such as this: https://www.ebay.co.uk/itm/254421198833

The black thing with the rod is the actuator. Check that the spring near the ball on the end or the rod is not broken. Then watch what happens when you start and stop the engine. It should snap open and closed.

A small inspection mirror really helps when you do this also remove the engine cover. It's well hidden!

When I was looking for info on P245A I noticed this article with a picture of broken spring.

https://www.xfforum.co.uk/threads/p245a-eg...-2d.70684/

and this thread from the Evoque site talks about broken spring for the P245A code

Yesterday I did have a quick look down the back of the engine - only briefly as I was off out - looks like there's a few parts to remove even just to see the EGR cooler
As if by magic - today the EML is not illuminated
Car is booked in for work on the EGR cooler tomorrow morning!

They inspected the EGR cooler & found no faults, reset EML & I’ve done about 100 miles since, still no EML 🤞

United Kingdom 2009 Freelander 2 TD4 SE Manual Rimini Red

I'd be surprised if a leaking EGR cooler flagged a code.
It would just put coolant into the intake, which will become steam and go out the exhaust.
Under heavy boost, the coolant can get exhaust gasses seeping in, which will pressurise the coolant too. 2009 Rimini Red SE TD4. Soon to be sold.

Gone. 2006 Tonga Green i6 HSE.

To be honest, I’m more of a 300TDi, Morris 1000, Massey Ferguson sort of chap. So, most of this electronic engine monitoring goes way over my head.
Still enjoying the Freelander though.
