Simon, you're spot on. Reg 25 is for commercial vehicles. That will teach me for looking it up when I should have been asleep.

The advice I've had is that the only reg that could be applied here is Reg.27 (condition and maintenance) which has a bit of a "catch all" in 27.(1) (a) :

27.—(1) Save as provided in paragraphs (2), (3) and (4), a wheeled motor vehicle or trailer a wheel of which is fitted with a pneumatic tyre shall not be used on a road, if—

(a)the tyre is unsuitable having regard to the use to which the motor vehicle or trailer is being put or to the types of tyres fitted to its other wheels;


The fact that Reg. 25 is explicit re. speed ratings and weight ratings for commercial vehicles, but is silent on passenger vehicles indicates that there is a reliance on the above more general statement of suitability.

So back to your insurers and their view on if they would accept an H rated (130MPH) all season tyre with specific 3PMSF winter markings, for a car with a max speed of 118MPH, downhill, with a following wind. Laughing Current driveway contents:
