fuel flap problem wont unlock

2014 freelander2.
my fuel flap wont unlock. managed to get to solenoid inside rear wheal arch and remove it enabling flap to be opened.
checked solenoid for operation and when key fob pressed it locked but would not unlock. presumed it was the solenoid.
I ordered new flap mech and solenoid and hoped it would cure. When it arrived I plugged it in to test it and it did the same thing - lock but wont unlock. I decided to check old solenoid operation and connected up to a 12v power supply. It seems that if you reverse the 12v supply polarity the solenoid unlocks. I guess this means there must be some sort of polarity reversing relay that does this trick to lock and unlock the fuel flap solenoid.
anyone got any ideas on this.

as a temporary fix, remove the filler cap (yellow) in the neck of the tank and replace it with a key lockable cap available from Auto Spares outlets.

the fuel flap is fed by two pcb relays in the passenger fuse box R258 unlock and R257 lock and are both fed by fuse FS25 and these are controlled by the central electronics module which I believe is also in the passenger fuse box.
