I did this some weeks ago on an site seeing trip when I was driving slow. This allowed me to get into and out of the car without putting on the seat belt and no chime.

No, but i have seen a head crushed by an oil drum, does that count? i believe in the right to self determination so if i wish to take the risk of not wearing a seat belt on occasion i will do so. No accident was ever caused by the lack of seat belt being worn.
