Low power & whooshing noise usually means a split turbo hose, more often than not it's the front one that attaches to the throttle valve.

If its "noise" associated with a turbo I would suggest a VERY careful examination of the intercooler pipe and its clamps - they can be beggars to spot even when split - that would make more ... |
