I replaced my starter for the 3.2 around its 10th year

And I did notice that it started faster.

I recommend that you consider replacing the starter.

From what I understand, relays have a moving part inside them that freezing water could actually cause to fail, whereas fuses do not (correct me if I'm wrong).

A relay that is failing will act like that.

Next to the Engine there is a fuse box and it has fuses and relays.
