Npinks, the cops are talking twaddle. On the whole, one witness to a crime is sufficent if there is other sufficient corroborating evidence. i.e. the bag of litter, which might have identifiable information in it, is probably covered in their DNA or when interviewed, the neds spontanously admit it beofre a caution can be administered or obviously after caution. That said the Litter Act has one witness as being sufficent built into it. It's not for the Police to decide what or who to report, it's up to the CPS. The Police merely submit all the facts to them. The boys in blue are lazy and do not have a good grasp of the law on the whole and view some things as too trivial to bother with. They can't do that. An Act of law states their duties and responsibilities. Complain to their Professional Standards Department or ask to see the Inspector and insist they do something, if you can actually find a cop who knows what he is doing, which is dubious.

The only thing i will say is if you do decide to provide a statement, use your business address and not your home address.

Yes, but the defence solicitor can ask for these details, on the presumption it goes that far. This is on the basis that they can see a copy of the statement. Interests of fairness to the accused or because they wasnt to precognoise you. The way round it is to say to the Plod that you will supply a non disclosable address because of a genuine fear of retribution. The cops may ask for another address, you merely tell them that you elect the address to be the Police Station. It's all totally legal and they have to do it. I am going to have to charge for this advice.

Hence the use of business address not home address. I have used a business address on numerous occasions for court statements and it has always been acceptable.

Fair comment and each to their own. The law is quite straightforward, it's the Police and the Council Enforcement Officers that make life difficult with lack of knowledge or indifference. Rant off!
