Sump Cover's Purpose?

Hi
Successfully did an oil and oil filter change over the weekend, thanks to guidance from this forum and a You tube video!
When removing the sump guard to get to the sump plug, I came across a compacted fibreous cover surrounding the sump on the bottom and four sides. There is a big hole in the bottom for for the sump plug.
Any ideas on what the purpose of this cover is - sound insulation, guard against thermal shock when sump gets into contact with cold water, heat guard against turbo pipe nearby, or what?
