Radio Volume

I have a standard radio and find the volume is too loud too low down the volume scale.
By that I mean set on 2 it interferes with conversation and anything over 3 is only for Led Zep.

Can the rate of volume increase be altered or re-programmed?

I am not talking about the adaptive volume which I have to set to zero or it gets even louder!
