What does the BBS do.

Hi, I have a random weak sounding alarm with accompanying hazards flashing on my 2008 HSE. I have read various threads about the BBS giving a weak sounding alarm. But I am confused about what this system does, and what item I should be changing.
The main battery is fully charged and I have fitted the second earth strap.
Any advice would be appreciated.
