That design may not need bumper removal as it is unlikely to need a cut out in the bumper skirt. To access the bolts behind the left reflector you will need to drill larger holes in the bumper plastic to use a socket spanner on the bolts. My preferred alternative is to remove the bumper. It is not difficult (< 30 minutes) and gives much better access.

Get yourself onto Topix, go to Documents / Accessory Fitting / Towing. Pick any tow bar fitting instructions for the rear bumper removal / refit instructions.

Bumper removal is really easy once you can see where the fixings are located.

I installed the towbar without removing the rear bumper!!
Now all i need is to install the electric part.
